Hakkvild’s Hall and lighting glitch

Whenever I zone into Hakkvilds, all of my enchanted lights are "dead" with no actual light coming off of them-- including varla stones, wedding blossoms, crystals, etc. The only way to fix it is to relog after zoning in. I own several large homes, and this is the only one I have with this issue. I have tried deleting saved data to no avail. I've found other threads mentioning the same thing from months ago, but can't seem to find an official response.

Is there a way to fix this?
