Freeze lag is back yet again

Every time before a major patch I have gotten this freeze and stutter lag every 20 seconds or so which makes the game unplayable. This has been CONSISTENTLY happening throughout patches, yes I have did hard resets, cleared cache etc etc. Nothing fixes this as it is on ZOS' side. Here is an example of the lag I am experiencing, this is from a couple of patches ago and its the same as I am experiencing currently.

Looks and sounds like some dueler is lag switching to kill someone as each time you lagged others had just started an duel

this has also happened to me a lot where it freezes whenever a duel is started, but its not just here that this lag is happening its everywhere
