Is your character a Templar that uses Living Dark?? When your character is the target of that ability used by a hostile character, what you describe is one part of the outcome -- IIRC from its description at the time I selected a morph for Eclipse.I don't know if it is a bug or not but whenever it activates my character will freeze and stand still, i can cc break it or dodge roll it i can only swap bars and use shuffle to break it. is it a bug or is it just an op ability?

What behavior of the software do you believe is (or might be) a "bug"???
- Whether an affected target is supposed to be able to use CC or Dodge-Roll to cancel the freeze, I do not know.
- Swapping ability bars should never remove any "status effect" from a character.
- Also, I don't know what you mean by "use shuffle" to cancel the freeze.
My own Templar currently uses the other morph, Unstable Core. First of all, the Duration is stated (twice) to be 6 seconds. However, the duration of each of the three "stages" are 4 sec., 3 sec., and 3 sec., respectively -- for a total of 10 seconds.
Thus far, I have not used a Target Dummy to determine whether Unstable Core is working as described. However, in combat, the target is usually killed before Unstable Core reaches the second or third stage. So, whether my Templar uses it seems likely to be irrelevant.
Frankly, it seems to me that Eclipse has become all but useless, considering the other choices for the ability bar slot which the player's character may have available.
Hmm .... frankly, I do not recall seeing such an ability -- with that name -- on the Skill tree for medium armor. My Templar does wear a 5-piece medium armor (leather) set. If it does remove the "freeze" inflicted by Eclipse / Living Dark / Unstable Core, then I suppose that the software is working as designed. So, I will check it out. There are other abilities which can remove status effects, too.....
what i mean by swapping bars and using "shuffle" is shuffle is on my back bar and i need to swap to it to use it. Shuffle is the medium armor ability that removes snares and immobilization's. If i don't my character will just stand still.

By the way (as of 2019-10-15), you have not disclosed the platform and the mega-server on which you play TESO. ZOS will ignore your OP unless and until you edit it to include that information.
