i know this has been suggested a million times already but this is the only way i can see making PvP and PvE balanced. if this isn't implemented or something to replace this idea to keep both balanced it will hurt the games player base which it already is. what are your thoughts or do you have any other ideas?

also it can be implemented because the "Battle Spirit" Buff exists.
You will never balance PvP (or for that matter PvE) in a game like this.
Cyrodil alone is literally impossible to have decent balance in because it has too many types of play (solo/smallscale/guild raids/zergs), too much variation of player who are not separated like they are in an actual competitive PvP game and a game mode that only makes balance worse (e.g compare to 5v5 conquest or something where the game mode provides a lot of means of balancing things out, that simply do not exist in a very "open world" type thing like Cyrodil).
Then add that on top of that they have to balance for BG, CP vs non-CP, that they spew out OP sets to sell new DLC, a ridiculously open build system, etc and the idea that you will have anything but trash tier "balance" is laughable.
Where ever you see ZOS mention balance just insert "Deliberately changing the stuff to keep you grinding and spending" and it all makes sense. They have no interest in balance because it's impossible. They just keep shifting what is OP and what is trash to make you keep grinding for it and to sell expansions/DLC's
