Crafting Surveys

I was working on crafting surveys for Northern Elsweyr when I realized I haven't received any for Summerset.

Is there any reason why there are no crafting survey's for Summerset?

My best guess? They just forgot to add them to the loot tables.

None for Murkmire or CWC either.

The only DLC zone that has them is Wrothgar but that almost feels like a chapter before chapters were a thing. Hew's Bane, Gold Coast, Murkmire, CWC. None of them have surveys.

However, 2 out of the 3 chapters have surveys. The first (Vvardenfell) and the third (Elsweyr). If feels very odd that the middle chapter was left out.
