Hinzuur placement at AURIDON - Opinions?

(1) ZOS assumes you have some kind of expansion, then the chances of a new player running into Hinzuur and coming in very late at the "wrong" point of a quest chain is down to chance
(2) New players are still starting off with Coldharbour -> rescued from ship -> Auridon would probably run into him
(3) New players starting anywhere on the mainland heading to the Hooded Figure (who is on the ship) and have to ride past Hinzuur could pick up the quest
Not sure where to place Hinzuur honestly but it seems to me a new player has a good chance to stumble onto him and accidentally start his quest.
Just wondering about their overall quest experience if they did so. Especially when they wouldn't have released dragons yet without the Elsweyr prequel.
