Character in Outlaw Refuge is being moved outside after logout/login

Twice this week I have logged out with my thief/assassin character standing next to Remains-Silent, The Bequether. When I login later, my character is standing outside the outlaw refuge next to the exit. Once this happened in Velyn Harbour outlaw refuge, the second time in Marbruk outlaw refuge. This just started happening a few days ago. Ticket 191005-004306.

It's possible that if no one is in a zone for XX minuets (like thieves den) it is disabled until needed to save server resources. When you log back in, it then puts you into the closest open zone.
