OP clearly talks about storage purpose of mannequins in 1st place, which I find kinda faint because it adds strict limits of items which can be stored, only 7 pieces of armor, 4 (or 2 bigger) weapons and 3 jewelry pieces. Dont find that comfortable to use.The primary reason is for decoration and showing off nice sets in our homes. Storage is just a minor secondary bonus.
I am really worried about the lack of slots, but creating a theme, I thought about the diversity in the design of houses. Everyone can determine for themselves the primary goal - a new piece of furniture or just additional slots.OP clearly talks about storage purpose of mannequins in 1st place...
I made a mistake in the number of slots, for 3 mannequins it will be 36-42 per char. Offering to think about mannequins, I wanted to solve one another problem - placing sets in one place that are either not currently in use, or common sets for different characters. & unless zos hired a new team for housing?.. they're just using valuable resources, time, & employees that would be working on other aspects of the game.

Compared to combat balance in pve/pvp, performance in pve/pvp, bugs in pve/pvp, & quality content for pve/pvp to purchase, yes housing is easy to produce...& produce a lot of.
