When trying to set my focal point on the map the cursor keeps drifting and clinging to objects on the map like cities, wayshrines, etc, anything. Is there a way to keep it from drifting while Im trying to set it precisely where I want it? feels like hit or miss and have to do it over again and again.

Nah, it auto snap locks to any nearby location. It helps to zoom all the way in with R2, but that's about it. Over the years, i've just gotten used to having to mark a point in the general area while slowly moving the cursor away from the nearest point of interest.

On Xbox, you can hold RT to keep the cursor from snapping to nearby locations. Not sure if PS4 has a similar function.
