Being a stage 4 vamp removes the movement penalty while sneaking, so essentially yes.

Right. That passive skill is redundant with the 5-piece bonus of the Night's Silence set, which a vamp therefore doesn't need to wear.

I haven't stealthed as a vamp often enough to have a feel for how much the other benefit (speed-of-crouching) matters.

No, Cloaking is already same speed as walking, if you are not sneaking as well. If you are not playing as a perma sneaker, Vampire Stage 4 is useless.

Vampire increases sneaking speed.

The Darkstalker passive from the Vampire skill-line removes the movement speed penalty when sneaking when you are at stage 4 vampirism,

Nightblade's can slot Concealed Weapon for a 25% speed boost when sneaking or invisible.

Add some swift jewelery for even more speed-stealthing!
