How works the cp bastion?

I put for testing 30 points in the bastion cp and looked to my shield tooltips before and after the 30 points and noting changes.... Can someone explain how it's works?

Not all passives in CP will show change in your stats.Some are only when you use skills,or for non combat times.Bastion is when you put up a shield,so not a constant resistance.

Is it effective if I put points in bastion if I have the 2 shields capped at 60% heath or not?

For cp play, start off with zero in bastion and see how close you are to cap. Then invest until you hit cap and don't go over.

Bastion will not allow your shields to go over the cap. So it's kind of useless for most PvE builds because they will hit the cap easily.

Bastion is worthless, it is almost always better to use Hardy/elemental defender/thick skinned/ironclad.
