They are nerfing absolutely everything which makes people dying in 1v1 scenarios, to make PVP more friendly to newbies. ESO mostly consists of solo players of previous games and "refugees" from other MMOs, who wanna communicate and play with others for more fun and world immersion, while enjoying deep lore and versatility of builds and not to play Elder scrolls Fortnite or whatever.

All this leads to situation where death in 1v1 in few seconds will be highly unlikely if opponent bothers to run more or less balanced PVP build and keeps buffs and heals up. Yeah, some glass cannons will still kill players fast, but tanky builds which were nearly immortal against noobs while still being able to kill in one burst.. this builds will have hard time killing any properly geared newbie fast.

Their vision is pretty much everyone can do everything almost equally. If their vision comes to fruition the only reason to change classes is so you can do the same thing just a little different.
