Graphic Artifacts after account upgrade to Elsweyr

Hello,
I was playing for 3 weeks straight on base account with eso plus and had great time. The moment I upgraded (might be coincidence I deleted previous char and created new main necro) I started to experience graphic artifacts. It started as soon as in the starting zone and spread across all zones in the game. I tried reinstalling graphic drivers, trying older ones, reinstalling game, running with compatibility mode (found some post that it helps). I don't use addons, games like warframe and albion online does not have this problems, laptop is brand new and tested with furmark and aida64 for potential faulty hardware (everything is ok).
