(5 items) When you use an Ultimate ability, you heal you and your allies within 20 meters of you for 30 Health per point of the Ultimate's cost.
I found it a very useful growing up set when my healer was starting out. Drop a relatively cheap ultimate and everyone’s health gets a nice kick. When you consider that ultimates vary from around 70 (2100 health) to 200+ (6000 health) it’s an effective Hail Mary set, especially for lower level characters. It also means a healer can choose a more offensive ultimate, which might work more effectively in solo content, while they are levelling, and still have an effective burst heal for group dungeons.
Relatively easy to farm as you are levelling, nice benefit. There are a load of sets like this in the game. They encourage experimental builds and provide a route through for players who are getting into the whole idea of builds and sets.
This one also encourages ultimate use, which is good because many players don’t use them at all, let alone effectively.
Not every set has to be BiS, or even viable in endgame. Some are just there for variety or stats.
Could it be more effective? Obviously yes. Should it be buffed? I’d say that’s a super-low priority. And I’m sure any effort going into set creation/balance is going into ensuring new sets are more competitive (Cos ya gotta flog that new content).

People can heal, themselves plus you have actual healing skills if need be. 11/10 times you'd be doing nothing with the set.
