How to start the dragonguard legacy quest

Hello,
I want to start the prologue quest "The Dragonguard’s Legacy" (for the companion of sai sahan achievement) but the item is missing from crown store.
I also tried to find the quest giver in alliances first towns but he is not to be found anywhere.
Any idea how I can solve this issue?
