This is always a good thing. Every culture needs an outsider who is foreign to their ways to sort their problems. That always works -- look at real world history for reference, oh wait....3 -

✭✭✭✭✭Its more that most Redguards respect their ancestors and don't want to kill the honored dead because that brings down Tu'wacca's Curse on their families, so the ones who buck up and do what needs to be done are exiled to become the Ash'abah, aka those guys they call on (in secret) when we need the undead and Necromancers dealt with. Yes, they take it super seriously, even if its the heir to the throne.
Okay, its really just a completely transparent attempt to portray the Redguards as totally competent warriors who nonetheless need the Vestige to save the day.
