Hotkeys won't work

I share a computer with my brother. Sometimes his mouse sensitivity in TF2 changes for no damn reason. And every time he changes the mouse sensitivity settings back, it makes ESO unplayable.
My hotkeys on my mouse won't work, so I can't do combat.
This has happened a few times before. After weeks of purgatory, I will finally get the keys to work, but the solution is different every time. I have fiddled around with the F keys and the Function Key combos. What worked last time, such as hitting Function+Scroll Lock (for some reason), did not work this time.
I have reset the Control Settings to default. I have gone in to my Skill menu to remove then reinsert my skill hotbar. I have openned my ESO launcher as Administrator. I have restarted my computer. I have unplugged then replugged my keyboard and mouse. I don't know what else to do. LMB and RMB work, but my hotkeys do nothing except for 3 which changes the camera and 1 with takes me to the menu. (Instead of doing spells). It's frustrating and in the past it has kept me out of ESO for months at a time.
I've looked up this problem online, but the answers are usually things I've done before and are from 2015. I only have a couple add-ons like Lorebooks which have never given me trouble before.
If anyone has any suggestions, please let me know.
