Here is my opinion. IC is supposed to be PvPvE zone not purely PvP or PvE one. It should satisfy both sides. It's based arounds its curency , tel vars and that currency is based around PvE part of the content there. However people that choose to gain tel vars that way are very disatisfied with the risk vs reward ratio and for them it feels unfair that they need to spend lot of time to farm mobs and potentially get killed in seconds , loosing half of their progression.
50/50 ratio seems too much considering the fact low risk PvP focused player is taking there vs player that wants to focus more on gaining tel vars from mobs. Also there is huge disproportion in time needed to get tel vars through killing the mobs and through killing the players. People that wants to farm tel vars from mobs are not visiting IC and since IC is empty then people that wants to PvP there are also not visiting it not seing the reward in that and farming mobs is not something they like to do.
So in my opinion ZoS should make adjustments to tel var gains for both PvE and PvP players the way both would feel satisfied. What could be done is for example increasing current base amount of tel vars by lets say 50% and lowering the amount of tel vars lost on kill to 33% (numbers could of course change). That way people that are focused on faming tel vars from mobs would be way more interrested to visit IC and farm tel vars seing the bigger oportunity to get something woth their time but players that likes to PvP there also wouldnt hurt much because since base drop rates would be higher they would more likely met people with more tel vars so that 33% would be similar to current 50%. Basically on raw numbers things would look like that :
current state - somebody have 10k tel vars farmed in lets say 10 minutes , he gets killed , he keeps 5k , person who killed him gets 5k
after adjustments - somebody farmed 15k tel vars in the same 10 minutes because of 50% increased drops , he gets killed , he keeps 10k tel vars and person who killed him still gets 5k
Something could be also done to revive areas of IC that are considered just obstacles on the way to something (talking about most of the sewers and certain parts of districts). Trash mobs there could drop more tel vars which would incentivise people to visit also that areas creating system where there is more smaller fights instead of just few big ones focused around few main points. Scamps could recive some serious jackpot amounts of stuff which would also encourage people to look for them and create even more movement. That would create way more thrillling enviroment then the one where people are just farming bosses on districts and porting back to base to deposit tel vars and others are just looking for those farmers on few well known spots to kill them and barely anyone is visiting areas other then those limited few like center of the sewers and paths of district bosses.
Both sides should be satisfied that way. And for those PvP-ers that still thinks that IC is PvP area and people that wants to farm should learn PvP instead of whining that they're getting killled I have one question , do You preffer to play in IC where You get smaller percentage amount of somebodys tel vars or do You preffer to play in IC where You get 50% of tel vars from 0 players that are playing there ? Incentive for IC PvP is conected with incentive for IC PvE.
And for those who thinks it would destroy economy , as I stated in previous comment amount of total IC isntances was already cut in half so we could actualy even make drop rates 2x higher then now and things wouldnt change compared to what we had before separating IC and Cyrodill.
