They might not be interested in learning how to PvP, and are there for other reasons. Same with PvP players in dungeons who don't know their role or mechanics and don't care for learning them, but need something from there. What do you gain by one-shotting these retreating players? If these encounters are boring you, leave them be and find actual PvP-ers to fight against.
Why doesn't OP go get them if he wants to fight them so much.

Imagine this situation: An open meadow in plain daylight in Cyrodiil. Two players, one of them is me. We are both aware of each others presence. I walk towards them. They start to crouch. Backwards. Away from me. While I'm still walking directly towards them. There is no way they havn't realized that I've spotted them.
It's not about their strategy. It's not about player skill. It's not about who would win the 1v1. It's not about me getting wrecked once enough of them have accumulated in the shadows.
It just looks so stupid on the screen.

Lol spoken like a true nightblade. I also love to do this from time to time. Just try to be as annoying as possible. The best is when the person stops everything they are doing to tbag the ground. Let's you know you really got on thier nerves
