Get a Bounty in Artaeum

According to the patch notes:
I was in Artaeum a few days ago and noticed one character that had some items that you could steal. I picked them up (some of the bottles on the ground) and got a bounty, which I expected, of course. The character can't be interacted with and didn't say anything when I took the items. Of course the patch note does say "many objects", not all objects. OTOH, I would assume this is an oversight.

✭✭Just cause some alcoholic mage is too lazy to place his wine in a neat little row doesn't mean you have the right to walk up and steal them all willy-nilly
Although, I haven't had any issue before grabbing everything there that wasn't nailed down, but really have yet to take drinks from that npc, as of yet...2 -

Yes, I knew they were red and said "steal" before I picked them up. I was testing to see if there would be a reaction or if I would get a bounty.
I also noted in my OP that the patch notes say many, not all. Thought it was weird that only these 3 bottles would be left out for stealing. I've been all over Arteaum grabbing everything that isn't nailed down and these appear to be the only things that aren't free to take.
One has to wonder, since there's no justice system in Arteaum, who are the inhabitants reporting the bounty to? "Someone from the mystery island of Arteaum, that hasn't been heard heard from in 100s of years, has just reported and put out an APB for the theft of their bottles of Markeath Mead."4 -
