That’s interesting. However that was a while ago, maybe they changed it because mag was dominating (or so I’ve heard) or another reason that’s out of date.
I mean, there are melee magblade abilities, why not melee magblade weapons? Seems inconsistent.

Zos removed the damage bonus passive from the rStaff because it was heavily used by DPS that would get away with more class skills on one bar. In other words, the healing weapon was preferred for DPS so they wanted to change that behavior.
Immediately player looked for alternatives and pretty quickly the bow passive that increased damage based on range was changed so it only worked with bow skills. iirc, somewhere in here is when the dagger passive was changed.
So it was not because magicka dps was dominant since that was really due to lack of stam skills to use. It has to do with weapons being used in ways that were not intended. Why the damage passive with swords were not changed, idk, but they were used more in PvP and not to a huge extent. Eventually swords had some popularity with healing but again that was not wide spread and I think we mostly used it in vDSA since healers in competitive vDSA groups did damage mostly for the first 9 arenas.
So there is a little more detail in the history and their reasoning. Regardless, I do not see it changing because it is not really needed and there is a good possibly of unintended consequences at a time they are trying to get a handle on managing this game. That part is just my opinion.
