An idea for balance concerning sets

I had an idea for balance about sets. It would separate certain sets to be only be used in pvp and certain sets to be only used in pve (Monster sets would still be able to be worn in all content. Some of the pros for this would be;
  1. Since sets would be divided between different content, some sets wouldn't need to be nerfed and other sets that are under performing could be buffed to match other more useful sets.
  2. It would stop pvper's (including myself) having to grind pve for some of the best gear to use in pvp.
  3. It would help with dungeon finder, as finding your healer not wearing transmutation or your tank not wearing impregnable armor would be only a positive for example Lol
  4. It would make sets worth more gold again, as the under performing sets would be buffed and people might want to experiment with different sets.
  5. It would create more build diversity. (I know what you're thinking; "But you're dividing sets now, and some can only be worn in certain content. How will this create diversity?" That's where the rebalance of dead sets comes into play. It would make it so there's not just 1 bis build for your character but a slew of options that would suit your play style.
Now for the cons;
  1. Some people would be upset that their golded/transmuted armor might be not be able to be worn in content that it previously was.
  2. Pve might see a potential dip in players, as pvper's would be less inclined to go there (Except maybe to farm monster helm and undaunted keys for shoulders)
From my perspective the pros outweigh the cons for this, but if I missed anything that would be considered a pro or con, do let me know.

    If that would be a step toward balancing PvP and PvE separately, I fully endorse it! That said, I do have a couple comments:

    1. A dip in players in PvE is not a bad thing in my mind.
    2. I confess a rather unpopular opinion: Dumping all sets from the game would help both dps creep and the chasm between 'floor and ceiling' - two problems that seem of concern.

    Don't we already have this? There are outliers like Spriggans that work in both PVP and PVE, but others like Impreg or Bone Pirate are almost exclusively PVP while something like AY would never be seen in PVP.

    I don't think anything is wrong with how the gear is currently situated in the game. Buffing old sets would be nice, but you can't buff everything to the same level. At that point diversity becomes cosmetics.
