Azureblight Set Bug

Azureblight Reaper Set does not count Lightning Heavy Attack "damage over time" towards the seed explosion proc.
EDIT:
1) Sets which Proc Azureblight:
-Overwhelming Surge
-Frozen Watcher
2) Sets which do not proc Azureblight:
-Embershield
-Iceheart
-Auroran's Thunder
Will update further as I test.
It would be nice to receive consistency with what a set type of damage is. Some work, others don't, when they have the same type of general damage conditions.
Also, the hidden Nerf to changing Embershield and all other sets saying fully charged heavy Attack to work only on the final tick it a Lightning Staff heavy Attack really has gimped any niche to using Embershield. Make unique builds fun and viable again, ESO. It it's what made me fall in love with this game is coming up with set synergies to create really wonderful and fun builds. That update to prevent most procs from pricing other procs had really crippled the ability to create some cool, unique builds. Just something to consider. Thank you.
