how to claim free Imperial City DLC

I don't have the game installed right now if it makes a difference. But I did get an email stating the Imperial City DLC is free, but I'll be damned if I can figure out how to claim it. I may be an idiot, but can someone point me in the right direction?
Looks like I may have to have the game installed and get it through the" in game" crown store.
