How about they change light and heavy attacks to depend on highest offensive stats this will result in all types of weapon viable for both mag and stam what do you guys think?

It really wouldn't, because your skills would still scale from magicka and stamina.

So either everything needs to scale from highest attack stat or you might as well forget magicka and Stamina entirely and go with a single "attack stat" that covers everything...but then we're not playing a TES game anymore.

Actually this will allow both version to use all kind of weapons for instance melee magplars or melee blade might become actually viable apart from that every class except for sorc don't even require abilities from those weapon category specially in front bar so it would be great versatile change just pick any weapon you want and you can still do stuff even better.

So...you don't use the weapon abilities at all, therefore you just want to be able to light and heavy attack with whatever weapon you want?

That's not real versatility. That's just changing up whatever weapon you have in hand so you have something new to look at.

Real versatility would be opening up stave skills to scale with stamina or DW to scale with magicka, so that players can actually be effective when using any weapon they want for more than just light/heavy attacks.

They should just add this to Pelinal's Aptitude. It should have skills (and attacks) scale off of your highest resource just like it does Weapon/Spell Damage.

Having separate crit chances and penetration would be enough to keep hybrid builds from being overpowered. And that's not even taking into account the separate "stamina" and "magicka" damage type CP perks, which further degrade any hybrid attempt.
