Merchant Bundle vs. Merchant Costume

I waited all month for the merchant bundle and instead it was just a costume?
Wasn't it supposed to be a bundle?
That is two bundles back to back that have gone missing.

YaYaPineapple✭✭✭✭It was never a bundle and it never included any merchant assistant NPC.
It was always simply a costume, like the ones the wandering NPC merchants in Elsweyr are dressed in. In the August Crown Store showcase, it is listed under the "Costumes" section, with a description that specifies (twice) that it is an outfit/costume.
The khajiit in the picture would have been a nice NPC merchant assistant to have tho.
What other bundle is missing? The Elsweyr Moon priest (iirc?) furnishing pack with the fountain was pulled because the Jode's Embrace house was pulled, as they intended to release them together.
