It's just another way to convey sarcasm in most cases, or sometimes to point out that something is ridiculous. Think of it as a way to show certain emotions that are unclear when typed

If I said that, in that manner, I would be making fun of people that call for nerfs of stamina classes. I would be saying they are uneducated or un-informed.

It is used to mimic a child's writing I believe.

I always interpreted it as a way of showing the way your tone goes up and down when you're mocking something, since I've always seen it used when someone is mocking something, similar to the sarcastic thing I guess

It is coming from fast typing while fighting in MMO's

tHis is also a typo from fast typing in a mmo.

And now some do it on purpose and mimic typos as sort of gamers/internet typing slang.

For me, alternating lower case and caps LiKe tHiS means that something has come unhinged in the poster's brain, from excitment or other reasons, and they want to emphasize that. Like thoughts wiggling in a psychedelic way Lower case followed by caps lock suCH AS THIS is like a rising intensity, like whoever's typing can't contain themselves and their message. I don't really see THE OPPOSite, which for me would denote decreasing intensity, or fizzing out, etc., don't know why...
