Blazing shield PvP penalties

I have a couple of question regarding blazing shield in PvP:
1- Is the shield penalized by Battle Spirit?
2- Is the dmg done also penalized by Battle spirit?
In other words, If I manage to get an 11k shield in PvP, and the shield explodes, it does 30% dmg (pus modifiers) or it does half of that dmg?

I don't think there is a cap now on damage, but it can no longer even reach 30% of the caps it used to have. They nerfed it to hell a long time ago, hence you see nobody use it any longer. I remember getting mine to hit for 13.5-17k depending on who it hit, and what I was wearing, or if I were emp. Now you are lucky to get it to hit for 2500 - 3k0 -

Don't know how it's done. I was looking @ my map, then I heard the blazing shield sound effect. Held block and next thing I knew I was dead along with another person lol

Yeah my assumption is the old bug is back where you recast it before it pops and it keeps stacking the damage. And whoever is doing it probably knows what they are doing as the skill has long been dead for normal use.
@ZOS_GinaBruno tagging for them to be aware. I have heard and seen more and more of it lately. News will get out and I suspect it will escalate quickly.1 -
