Breaches on the Bay?

How do I know which seal I've already closed? The quest info only says 4/9.

Is there a way to narrow down everything? The quest map does not delist found time breaches.

Unfortunately, the only way to find out is to go to all the spots and check. Yes, it sucks.

Is this the Psijic quest?

If you don't mind "cheating," there's an add-on called Map Pins that will show both the locations and whether you've completed them or not.

You could use Harven's Custom Map Pins (you make a key bind in Controls>Add on) and mark that spot before you interact with Portal to seal it. That pin can be with different colour for which you have sealed or/and a tooltip that will show when you hover with your cursor above pin. I think there where some pre-defined Custom Pins that you could that somebody made for this add on to show Psijic portals that can be imported.
