It seems ZOS you always make partial and fractual changes that create a lot new issues - for exampme buffing/nerfing one skill that suddenly makes before useful skills under/overperforming in comparison and now you need to fix those again which will again change ballance vs. the first skills...
And even if there is a grand master plan in the background why the step by step approach which will always cause temporary imbalances?
Wouldnt it make more sense: You take 6 months behind the doors, look at all skill lines, all actives, all passives, all classes(identities) and then you come back and present all the proposed changes with a holistic perspective?
