Didn’t get title after purchase of psijic skill line @zos

I may be wrong, but I was pretty sure if you purchase the psijic line that you get the title of Mystic, I purchased this for one of my characters and I do not have the title. Is the title of mystic associated with maxing out the skill line ?
If trees could scream, would we be so cavalier about cutting them down? We might, if they screamed all the time, for no good reason.
