    This set is currently one of useless and nay have only a use in PVP, where you want to do burst damage and then switch back to human form

    It is "garbage" set. It is suppose to be a good set for Werewolves - but it is not. None of the WW dedicated builds use it.

    - Ultimate cost simply makes that you can use WW transformation more often - but it does not make you more powerful at all. In fact, it makes you weaker than a non - WW, since if you dont build specifically for WW you are actually weaker in WW than in human form.
    - Weapon dmg buff this set provides is a joke. I can use Hunding's Rage set and have + 299 Weapon Damage bonus permanently active.

    And I think this is perfect analogy. Hunding's Rage is superior in every way and it is easier to get as it is crafted set. So although Salvation Set is an overland set, at least you have to grind it to get it.

    What Werewolf usually need is:
    - Magicka Recovery - Yes, WW are stamina based, but their heal cost magicka. And it got more expensive this update. So sustaining it without solid magicka recovery is impossible.
    - Maximum health - WW heals scale with health so the more maximum health you have, the stronger the heals are.
    - Maximum Stamina - it synergises well with werewolf as they have 30% maximum stamina bonus.
    - Weapon damage - Werewolf also gets 18 % weapon dmg bonus, so it also synergises well with weapon dmg bonus.

    Obviously, that is a lot to "build for" in one build. That is why it is actually difficult to make Werewolfs build to work. It is an art of "compromises". Also there are other aspects that I have left here as there are different PvP WW builds that need even more stuff (for example lot of physical & spell resistance).

    As for the set, first, I would try to decide - is it a WW sustain set or WW "DPS" set ?

    The "DPS" version:
    (2 items) Adds 1096 Max Stamina
    (3 items) Adds 1096 Max Stamina
    (4 items) Adds 129 Weapon Damage
    (5 items) While in Werewolf form Weapon Damage is increased by 450.

    - 150 Weapon dmg bonus is VERY narrow. It only affects WW skills. So 150 is a joke. If Hunding's Rage gives 299 Weapon Damage to your EVERY skill & ability, then a more narrow bonus should be greater than 299 weapon Damage.

    The "Sustain" version:
    (2 items) Adds 1096 Max Stamina
    (3 items) Adds 129 Stamina Recovery
    (4 items) Adds 129 Magicka Recovery
    (5 items) Reduce Werewolf abilities cost by 20%

    - This alone would make it worth to use as WW skills got 25% more expensive this update. Also it would make WW ulti cheaper at the same time.

    Personally I would lean towards "Sustain" version, as this is a set that you can get yourself with no problem (just a little grind) and it would definitely help newer player to play as WW.

    3/4 of the sets in the game need a buff including Salvation. Some sets need unnerfing in an intelligent way, see NMG as one example, which was incompetently overnerfed.

    Next nerf will most likely be Alkosh set.

    Its current BIS and performing far better than others

    Change 5-item bonus to:

    (5 items) Reduces cost of Werewolf Transformation ability by 33%. Reduce cost of Werewolf Skills by 12%. While in Werewolf form Weapon Damage is increased by 150.

    Or

    (5 items) Reduces cost of Werewolf Transformation ability by 33%. Removes timer to remain in Werewolf form. While in Werewolf form Weapon Damage is increased by 150.
