What I ended up doing was paying 2 dollars for 24/7/365 line monitoring from DSLReports, a site I have been a premium member of since 99.
https://www.dslreports.com/schedule
6 days into this 27/7/365 line monitoring, it found spikes of packet loss and connection issues to various parts of the internet that were intermittent. The fact these spikes coincided with a rain storm got me thinking.
So I called my ISP, whom i have business class internet with, and they came out to my house and done a site survey, here they found a bees nest had been made inside one of the insulation jackets on the pole up the street from house. when it would rain, moisture would sometimes cause very small intermittent connection issues.
Long story short, they replaced the whole thing and ran a new line from the the pole into my house where the modem is for and the problem is resolved. I no longer crash in Cyrodiil no matter how many people are around and no matter how large of groups I am in.
You gotta figure that original line run was 14 years old, its been out in the sun, rain, snow, etc things degrade eventually.
I am not saying other folks are not have problems for different reasons, but I am about as close to a brand spanking new clean cable run you can have now and the problems have gone away.
PS: If your using an integrated network adapter that is NOT an Intel based network adapter that could be the issue to. Realtek Network adapters are absolutely garbage. They are the worst of the worst. Half the time stuff like LRO(Large Receive Offload),TCP Segmentation Offload, and Hardware Checksum Offload are completely broken in Realtek hardware it does have an adverse effect on your connection quality.
If you must use a Realtek chip, go into device manager and turn those things off under your network card and restart the computer. It will help a little bit, but its not going to be a replacement for a real quality Intel network adapter.
If your motherboard didn't come with an Intel Network interface just spend the 30 bucks and get one of these.,

Save yourself the headache, you cna re use when you build a new system, and all your other online games will be much better with a real intel nic.

So when they *** it up - we have to build around?
There was a time where companies cared about there playerbase and tried to fix problems. My internetconnection is perfect in every other game.
