Edit: as apparently this is not visually the same for everybody, I removed the initial rant about ZOS trying to hide some things.
However the bug is still a bug.

Here's what I'm talking about:

    It's both pinned to top of first page and somewhere at 2nd page for me. Has been so for some time. I think the rest of pinned threads also appear at some deeper page, but not interested enough to shovel em up.
