Dragonknight Chain (Unrelenting Grip) not working on players

Since the ScaleBreaker update the Dragonknight chain ability (unrelenting grip) is not working on players. Not being able to chain players out of ball groups, off siege and pull them when they are trying to escape takes away a great utility and makes this skill useless in pvp. Can anyone confirm if it is an intended change or a bug?
