Well I hope this is a bug.
Daily writs asks me to make a Panacea of X (Solvent Proficiency 6, Cloud Mist) though my Solvent Proficiency level is now 7 (Distillates, Star Dew). Since I no longer get Cloud Mists from picking up water from various sources I'm going to run out soon unless this changes at max level and either way may leave me in a deficiency while leveling.
