Necro and (Magicka) Warden have class purges also.
Your reasoning is akin to "only DK should be allowed to block" or "only NB should be allowed to roll dodge" and ignores that Templar will still have the best purge. There are now a number of powerful abilities commonly used in PvP for which purging is the only realistic counterplay, so Efficient Purge should be made reliable and viable for all build specs, not spammed on GCD by one-button mashers to make their groups effectively immune to DoTs and debuffs.
