Being a vampire, that's legal.
Summoning Daedra, that's legal. Heck those should be worse than any undead humans.
Fighting and killing each other in town, that's legal.
Being a Werewolf, that's legal.
Summoning is legal, death is legal, summoning death should be legal!
I grow tired of these silly bounties!

I really wish vampire skills were criminal acts too, and all vampired had a "detection chance" dependent on stage (say, 20% at S1, 40% at S2, 80% at S3 and automatic at S4), and if detected, get a hefty bounts and are attacked by the guard, while vendors refuse to trade with them, etc... Possibly forbidden to bring them in town for travelling adventurers as well (Auto-unsummon when entering town and criminal act to summon them there). I reckon, all transformed werewolves should be automatically kill on sight, and transforming before witnesses should net you a bounty...Don't aid and abet criminals then! Well, there IS an "indecent exposure" achievement when your criminal character gets nabbed wearing ALL stolen clothing, and end up in their underwear once thats confiscated...+1 make walking round towns naked illegal. Double bounty if player uses a dance emote... Think of the children! Oh... Wait... Never mind.

Can you imagine someone trying to get someone arrested for "consorting with daedra" in telvanni territory? Like, necromancy being illegal... everywhere -except- in the gold coast due to imperial law still being in effect?
And there could be many, many more regional differences... bounties might be doubled for some things in some regions, or halved for other things in other regions...
