The official petition to legalize Necromancy

We need to talk to the Mages Guild and all of the high kings. We need to legalize Necromancy!

Why you ask?

Well let's look at what IS legal:

Being a vampire, that's legal.

Summoning Daedra, that's legal. Heck those should be worse than any undead humans.

Fighting and killing each other in town, that's legal.

Being a Werewolf, that's legal.

Summoning is legal, death is legal, summoning death should be legal!

I grow tired of these silly bounties!

WE NEED TO FIGHT FOR OUR RIGHTS!

You're right, summoning daedra should be illegal too. Get your flipping flappy bird out the way.

I agree that it's silly that using necromancy skills is illegal, while transforming to a werewolf is not. Just being a werewolf or a vampire does not show, so that shouldn't be legal, but transforming to a rabid wolf seems shady. It has been illegal in other TES games too.

It isn't illegal to summon a daedra for your own bidding though, lots of mages do it in Tamriel, including the Psijics, and the Mages guild. When you are re-animating a corpse, you are desecrating someone's soul, therefore it's illegal and frowned upon.

    Remember Mannimarco!
    Remember the worm cult atrocities!
Necromancy is illegal for a reason!
    Being a vampire, that's legal.
And it shouldn't be! Break out the staked and torches, people, there are bloodsucking fiends hiding among you! Stake them! Burn them! Scatter the ashes to the four winds!
    tumblr_nwas0fkqi01tivo38o1_250.gif
    :p;)
I really wish vampire skills were criminal acts too, and all vampired had a "detection chance" dependent on stage (say, 20% at S1, 40% at S2, 80% at S3 and automatic at S4), and if detected, get a hefty bounts and are attacked by the guard, while vendors refuse to trade with them, etc... BUT also gain a "masquerade" skill that lowers their appearance and detection chance by one when toggled active... meaning at stage 1 they can look and act like any other mortal.
    Summoning Daedra, that's legal.
As long as they are controlled by a mage, yeah.
Though technically it also should be illegal, at least in altmer lands! Possibly forbidden to bring them in town for travelling adventurers as well (Auto-unsummon when entering town and criminal act to summon them there). Same for bears without large predator license which is only granted to long term residents after ten years without bounty...
Fighting and killing each other in town, that's legal.
Well... it probbaly should not be legal -in town-!
    a7102cb77118d781b344d17c6a712633.jpg
    Being a Werewolf, that's legal.
And it also shouldn't be! Call the silver dawn, grab grannys table silver to melt doen for silber crossbow bolts and sleep with an eye open and your crossbow ready during the full moons nights!
    tumblr_p7ulgrN3iS1tpri36o1_500.gif
I reckon, all transformed werewolves should be automatically kill on sight, and transforming before witnesses should net you a bounty...

+1 make walking round towns naked illegal. Double bounty if player uses a dance emote... Think of the children! Oh... Wait... Never mind.

Yeah, it would be neat if people had to pay a little more attention in ESO... at least within eyesight of the guards. Crime smarter, not just more! Make an effort to... keep those criminal acts hidden!

Heh. Well, there IS an "indecent exposure" achievement when your criminal character gets nabbed wearing ALL stolen clothing, and end up in their underwear once thats confiscated...

But yeah, I wish the city guard would react to public exposure too. Sadly... I don't expect that easy to code, so... but who knows? Maybe someday?

BtW, children... I also wish they would add some, to designate "safezone" areas and bring a bit more immersion. Could make them unkillable if that's what some people worry about... but of course make attacking them a -very- criminal act that nets your character a hefty bounty while they auto-dodge your assault!

Of course, since they discarded the PvP justice ideas, I would also love to see more justice system stuff anyhow... but that is a different discussiuon: https://forums.elderscrollsonline.com/en/discussion/384538/for-great-justice/p1 ;)

Every time someone says "It makes sense that Daedra summoning would be illegal!"

I think: "Is ESO your first Elder Scrolls game?"

Because the good NPCs of Morrowind, Oblivion, and Skyrim didnt GAF what I summoned.

In Oblivion, we literally had daedra pouring out of oblivion gates to the deadlands and no one batted an eye that I was a Conjuration master summoning Daedra.

And yet, if you listen to the stories... you find an altmer mage in Auridion who might be getting put to death for summoning daedra (and it always felt wrong that this decision was made... while we are standing right next to them, possibly with a daedra in tow ourselves on our sorceror characters!)

Of course, in other places... noone gives a two tugs of a dead dongely do... uhm... tail about that. Can you imagine someone trying to get someone arrested for "consorting with daedra" in telvanni territory? The city guard would have a good laugh, then haul the person decreeing daedra in for "diusturbing the peace" or something I reckon...

...which actually would be sooooo nifty, if we had different laws for different regions!
Like, daedras being "criminal act" in altmer lands, but "eh, as long as you have a mages guild membership..." in many others.
Like, thieving getting a lower bounty in valenwood (rite of theft?), but a higher in, say, high rock?
Like, necromancy being illegal... everywhere -except- in the gold coast due to imperial law still being in effect?
And there could be many, many more regional differences... bounties might be doubled for some things in some regions, or halved for other things in other regions...
    It would be fun!
    ...
Okay, i think it would be fun.

That one quest in Auridon is the only place its mentioned...and ZOS dropped it like a hot potato in Summerset. There's an NPC merchant happily toting his goods around on a flame atronach mount, the Psijic Order uses a Storm Atronach to water their wheat fields, etc.

Its definitely not indicative of general sentiment about daedra summoning in Tamriel or in the TES games in general.

Region specific laws could be cool, but I doubt ZOS will bother.

    "Why?", you ask?

    Umm, no; I didn't ask.

    Because you're wrong.
Necromancy does NOT need to be legalized (as has been stated, it was outlawed for Reasons).
What should happen instead is the OTHER stuff you reference needs to be outlawed as well.

The only Necromantic skill the at has a bounty that shouldn't is the summon ghost. Why do you ask? Because you summon, interact with or, appease ghosts in every other quest in the game. Need to stop Balreth? Summon a ghost. Need to hear a prohpecy for Vivec? Summon a ghost. Not only that, This ghost is as a helpful healing casper friendly ghost.
