Why did my Necromancer give that back? I'm pretty sure it isn't because he is a nice guy.
and then the parrot said, "must be the water mines green too."

did you walk up and put it on the podium rather than leaving through the door with it?

yeah and now I regret it. Would have been fun to give it a blast in town. Guards go nuts if you raise just one little dead thing, think how they would freak out if a whole slew of blue Orcs showed up.

it is kind of a case of the Tyranny of the Quest Arrow in that one
the quest log and Targoth's dialogue inform you that you can leave with the horn rather than place it
but it is also designed such that the player runs up the stairs and there is an arrow straight ahead, but no marker for the door

honestly have not kept the horn on any of my characters; am not good at playing Evil, and my Necromancers end up summoning Casper the Friendly Ghost as a heal-slave rather than building up an undead army
at a guess the player ends up able to use the warhorn to summon Orc soldiers to distract the Ayleid Spirits?

do wish some more of the quests in game had lasting ramifications to their decisions like the Stros M'kai and Betnikh ones
who I recruit on the first island impacts who is available to help me on the second; keeping the relic rather than banishing it results in the presence of various NPCs in later zones, including access to a quest in Shornhelm that is not otherwise present

it is also kind of fun, tho inconsequential, that the visions at the herb-burning shrines are things from the Daggerfall questline that follows
