Pierce Armor hitting consistently for 40K from stealth

As the title says.
Yesterday I was just lounging around on a new alt and I equipped 1h&S to do some Dungeons to level it.
As I was queueing I snuck up behind some overland enemies and Pierce Armor one-shots them from stealth.
The same thing happens in Dungeons.
It's like a none DB Blade of Woe. Is this working as intended?
P.S. I can make a video if requested.
