Blacklisting in Action Duration Reminder

hello, i couldnt find any information anywhere. How do you blacklist an ability with action duration reminder exactly? Skill ID#40103571 and it is elemental drain. I wrote ID to the blacklist line. But couldnt make it work. Thanks
