Is the "Camlorn Inn Undercroft" (in Camlorn [in Glenumbra]) ever accessible?

Is the "Camlorn Inn Undercroft" (in Camlorn [in Glenumbra]) ever accessible?
I found another forum post about it from 2015 that never got a definite answer.
I also tried looking up Camlorn, Camlorn Inn, and several quests that are in the area on Fandom Wiki pages, UESP Wiki pages, and FextraLife Wiki pages.
Unfortunately, I can't find anything about the door in the inn that leads to "Camlorn Inn Undercroft".
Is the Undercroft ever accessible?
If it's never accessible, why does it give us a greyed-out prompt when we hover our reticle over the door? What's the point?
I've done the vast majority of the quests in Glenumbra (I'm almost done clearing the objectives of the area), and I don't recall ever having access to go through the Undercroft door.
ZOS, please fix this if it's some kind of leftover content that never officially got put into the game, or a bug, or whatnot.

"What does it matter"???
It matters to a completionist with a very curious and OCD-like personality. If the door is never used for anything, it's completely bizarre to make it seem like it could've been used at one point, or some time in the future.
Get out of here with that "what does it matter" unhelpful mess.
Though, I'm not here to really argue what the heck the point of the door is. I'm wanting to know if it's ever accessible, and if it is, when?(PC-NA) @LoneStar29114 -
