I do not know how to report this properly, I clicked on some forum links & found they were dead so I'm posting here.
From what I'm reading, the bug is with the game engine, but only reverse engineering the tool can tell for certain.

its been reported now for years about this to zenimax and that engine is still working on sales and being sold in eso.
what more proof do we need that zenimax doesn't care, they never even reported the youtube videos nor channel nor did anything to the program and accounts in eso nor the program ingame.
