are monster sets worth using?

Yes. Most people have one 5 piece that is always active and then one on their front bar, with a back bar special ablity altering weapon, like the vMA staff or bow. The trick is using a five piece that carries over, like AY or briarheart for Stam or spell strategist for mag so you get the best of all worlds.

I guess it can be debated in PvP, but in PvE you would be losing both some significant damage or important utility.

You have 12 slots total, so how exactly are you "loosing another armor set" when you run a monster set?

You have 12 slots for gear. Choosing a monster set does not sacrifice any other normal set.

The stamina meta will be moving away from monster sets in favor of double bar vMA daggers/master bow in the next dlc so they may become less popular. It depends on where and what you are doing

But you do not have to lose an armour set. You can run two full armour sets plus a monster set.

Weapon - set 1
Weapon - set 1
Head - Monster
Body - set 2
Shoulder - Monster
Waist - set 2
Arms - set 2
Legs - set 2
Feet - set 2
Neck - set 1
Ring - set 1
Ring - set 1

And when using maelstrom or other specific weapon types, you have to think about making sure the set chosen that will only be active on ONE bar, carries over to the other bar or can reliably be activated when on that one bar, which many builds achieve with relative ease.

There are many other set ups, but the above is fairly standard.

Monster sets are massively worth it, just look at what they are doing, massive potential to add damage or defence or resources to any build.

Yup... and consider the two-piece bonuses from typical 5-piece sets-
Burning Spellweave: 1096 magicka
False God's Devotion: 833 spell critical
Queen's Elegance: 129 spell damage
Willpower: 1451 max magicka

Now look at the two-piece bonuses from monster sets:
Zaan: 833 spell crit PLUS the flame damage beam thing
Iceheart: 833 spell crit plus a crazy strong damage shield that also deals damage
Illambris: 1096 max magicka plus meteor shower

Even if you don't care about the two-piece bonus, you can still stack monster sets to get extra stats:
Zaan+Iceheart = 1666 spell crit, which is double what you'd get by using two pieces of False God's
Grothdarr+Illambris = 2192 magicka, which is 741 more than even the 2-piece Willpower bonus

They all have one-piece bonuses while any 5-piece set effects require at least two pieces.
