✭✭✭✭✭emotes do get their own quickslot wheel that is separate from the consumables wheel where you can allocate them... mementos on the other hand are on the same wheel as the consumables...
i play on gamepad and its one of the cross directions (holding) there...dunno with keyboard0 -

Since you are on PC, you could also give the LovelyEmotes addon a try:
It let's you save up to 60 of your favorite emotes (spread over 4 tabs), and you can play emotes using a list, key bindings, or a radial/wheel menu. It also includes synchronizing emotes with other players and personalities.
