✭✭✭✭✭The Elsweyr Collectors Edition grants access to the base game, Morrowind DLC, Summerset DLC, and Elsweyr.
It does not give access to Dungeon DLC, Imperial City, Orsinium, Clockwork City, Murkmire, Thieves Guild or Dark Brotherhood.
ESO+ grants access to all DLC, but not the most recent Chapter Elsweyr.
So you misunderstood what you were buying.
