Not if you queue with anyone else, any role.
2x DD? *zip zip to the front of queue*

If you need more keys you may just re-log to another toon and complete vFG1 HM again in 5 minutes even with complete potatoes. ZOS should consider buffing rewards for vDLC. Maybe more keys or golden transmute stones whatever.
As for now vDLC pledges are p-o-i-n-t-l-e-s-s if you already completed them 10 times.

if you play during rush hours you have longer queues
if you play outside of rush hours they are usually shorter (for example early morning)
normal is for a tank 1-5 mins
for a dd usually 15-45 mins
healer i have no xp but think in between
ruins of mazzatun on veteran is quite hard and i think not a lot of people like doing it because of that and because the sets are rather niche

RoM is a really long dungeon, takes a long time to finish even on normal, and doesn’t drop desirable sets that people are farming. That all means almost no one queues for it.
If it’s the pledge that day the queue will be shorter but only by a bit, because most of us who pledge it go with friends or guildies who already know it. ”
