How do I turn off splash screens?

Simple enough,yes?
No,it's not that simple.I've come to my wits end trying to change the User Setting.txt C:\Users\XXXX\Documents\Elder Scrolls Online\live
This is what I have saved at this time.
SET SkipPregameVideos "1"
SET HasPlayedPregameVideo "1"

I changed them to "0" "1" "1" "0" and even " " blank
Repaired the game a few times.Retried variables again.No success :-/
Am I missing something?

    Do you have a Shadow Folder for My Documents? ( you can now designate more than one folder as My Documents) and the game could have the Settings files in a couple of places.

    You don't need to mess with HasPlayed, leave that alone

    SET SkipPregameVideos "1"

    Is all you need.

    For the record, mine looks like:

    SET SkipPregameVideos "1"
    SET HasPlayedPregameVideo "1"

    I struck through the last, as again, you don't need it.
    Enjoy the game, life is what you really want to be worried about.

    Also, just in case, if you have the PTS, you need to do this in there too.

    HOWEVER

    I strongly recommend you leave the Splash Screens on the PTS so you know your logging into that. You will frequently delete your copied characters, and it would suck to delete a Live Character
    Enjoy the game, life is what you really want to be worried about.

    !!~ Problem solved.
    Thank you for your help Nestor.Took a while but after your thoughts I kept searching.Came across a post from Jan. 2018 of which you were part of.Turns out I have 4 folders where live is found.The one that was active was in C:\ProgramData\Elder Scrolls Online\live
