If you don't know his list of crimes by heart yet, after listening to Zalapu announce them over and over every time you visit Rawl'kha, have you even played Elder Scrolls Online? So no, we can't deprive futute generations of this meme!

How about moving Hollow city forward to post-Final assault state after finishing main quest, at least dialogs not to mention sending guilds npc back home... Removing "we'll never win" guys from reaver citadel?

No, because then the NPC won't be anle to say 'the wood elf known as Finedrin has been found guilty...', which is my ESO invariant and the reason I love going to Rawl'kha

I sometimes wish they had put a little bit more thought into that.

Like... have a changing culprit per in-game week (Aka, two RL days or so)! One "week" its Finedrin not showing proper repentance for his crimes against the clanmother... the next its some teenage khajiiti thief who was so sloppy as to get caught, with all her friends laughing at her for it... the next its some nord for drunkeness and public exposure, staring stupefied at the crowd and mumbling something about needing a drink... and the fourth the stock are empty and a bored torturer leans against them, oiling his whips and hoping someone might do something criminal... and the next, its finedrin again as the guy just never learns his lesson...

Ah, if only we could have such dynamic regions!

It can be instanced. Veteran players can stand right next to a new player. New Player will hear the list of crimes, veteran will have blissful silence.

Make it so once you complete the town quest the event is silenced.

All of theses dialogue repeating NPC’s need to be silenced imo, they are so annoying. I used to have Eden Root as my base because I love it, but after hearing “This one hears the strangeness in Southpoint has ended. Did you sister see a clutch of butterflies while she was there” for the millionth time, I moved to Vivec with all my alts.

Scripted dialogue being spoken 24/7 for years when you enter an area makes the game seem so shallow. And it is really irritating.

Personally I really don't mind. The voice acting is superb in most cases and the dialogue is often really funny.
I think it's fair to say most people have grown used to it by now, and I for one would be very disappointed if they removed it.

And zos made necromancy serious crime if seen by NPCs in towns.

No one's still even noticed that Faruin, the "Altmer Commander", is actually a female Bosmer? I'm always wondering how they let that one slip by this whole time.

There are no other Faruins in the game apart from the Vindusk Bosmer. All of the people Zalapu mentions are in Rawl'kha.

This is pretty much all the quest in game though siege engines from failed attacks, enemy troops having a camp up for five years.

I’m guessing they don’t have the budget to fix this so it will continue to feel incomplete.
