I use LUI Extended which have combat cues, but those often show up too late. You need to dodge before that "DODGE" warning show as an example.
Make sure that you have enable in game combat cues, if you don't see them. It is easy that some character have it active while other don't as some settings are pr character and not for account.

If you are talking about the in-game combat cues (not any addon) this is normal unfortunately. They only show up occasionally and I believe it's by design. Which doesn't make much sense to me, because the whole purpose of having combat cues is to assist the player with visual cues. If they only randomly show up it's a rather worthless tool.
They need to fix it to show up consistently that way players who have a hard time following animations due to graphical obstructions (and a million other things) could actually tell when to block, stun etc.

Oh? This not how they've designed the game, and In my experience this is not the case. I've never used an addon for any combat related cue, and in my (insert an embarrassing amount of time played) hours playing the game can say with confidence they show up 100% of the time. They are after all part of the fundamentals of the combat mechanics in ESO.
If you ARE being hit by a heavy attack or an attack that is interruptible be sure to gather (Screenshot/death recap) the appropriate data and send a bug report.

That's odd because they only occasionally show up for me. So if that's not intended I think I will submit a bug report - so thanks for the heads up. I had assumed that's the way it was meant to be since that's the way it's always been for me since I started playing this game way back in beta.
